It will be mandatory to have an EPC for residential property being marketed for rent from October 1st 2008.
Under these rules from this date landlords will need to provide an EPC to all prospective tenants. However, you will not need to provide an EPC to tenants that renew their tenancy agreements as it is not necessary to supply an EPC to an existing tenant.

Our Domestic Energy Assessors are fully Accredited, Criminal Records Bureau Checked, and Fully Insured and will provide you with an Energy Performance Certificate for a property that will be lodged with Landmark (the Government property database).
As a business we carry £10,000,000 of Public Liability Insurance and £1,000,000 minimum Professional Indemnity Insurance per Energy Performance Certificate.
